Toronto City Hall's two Modernist curved structures of different heights create one of the most distinct government headquarter buildings in North America. The landmark was designed by Viljo Revell and opened in 1965 and is the fourth city hall Toronto government has occupied. The West Tower has 20 floors and the East Tower has 27 with Council Chambers between them.
